Matthew D. Welch
President and Chief Operating Officer

Matt Welch has been with Elkins Constructors since 1984; he serves as President and Chief Operating Officer. Matt holds a bachelor’s degree in civil engineering from the Georgia Institute of Technology. He is licensed as a general contractor in Florida and a utility contractor in Georgia.

Matt offers more than thirty years of construction experience — including industrial, utility, residential and commercial — on projects ranging from water treatment facilities to commercial Class “A” office buildings. He is an extremely effective construction manager, particularly with respect to risk management, organizational structure, documentation, scheduling and problem solving. Matt’s ability to develop and manage construction teams and project approaches ensures successful performance and client satisfaction. His extensive technical background combined with proven administrative skills makes him an effective leader of operations.

Matt served as the lead on the Jacksonville Main Library, a $65 million, five-story flagship building for the City of Jacksonville. He also served as the lead on the 110,000-square-foot Clay County Correctional Facility, the PGA Tour’s Production Facility at the World Golf Village, the Jax Navy Federal Credit Union Headquarters, a major addition and renovation at WTLV Channel 12, and The King & The Bear Golf Clubhouse.

Matt is a longtime resident of Clay County and, as such, serves as chairman of the Clay County Development Authority Advisory Board, the Board of Directors for the Fleming Island YMCA and is a member of Sacred Heart Catholic Church. Matt is past chairman of the Clay County Chamber of Commerce Economic Development Advisory Board and currently serves on the Jacksonville Regional Chamber of Commerce Board of Governors. Matt also is a member of the National Association of Office and Industrial Properties.
