J. Bill Stinson
Senior Vice President, Institutional
Bill has overall management responsibility for Elkins’ institutional market. His strength and the success of his projects lay in his leadership. Bill has the unique capacity to forge lasting relationships and bring out the best in his team. This ability inevitably translates into exemplary team performance and a high level of client satisfaction.
With 30 years of construction industry experience, Bill has spent 19 years focused on the design and construction of educational and public facilities. Prior to joining Elkins Constructors in 2002, Bill was senior vice president overseeing public work for a national construction firm in Dallas. He has a strong background in contract administration, constructability reviews and value engineering, and a proven ability to manage multiple large-scale projects.
Bill holds a bachelor’s degree in business administration from Miami University in Oxford, Ohio. He is a member of the Florida Educational Facilities Planners Association and a past board member of the U.S. Green Building Council's North Florida chapter.
